Public Works Superintendent

The City of Rogers is accepting applications for the position of a full-time Public Works Superintendent for the City of Rogers. This position directs and oversees the operations of all Public Works operations personnel including engineering, fleet, streets, parks, and municipal utilities. In addition, position is responsible for coordinating all construction processes with in-house staff, consultants and contractors for new construction and reconstruction of all public infrastructure and private developments, under the supervision of the Public Works Director/City Engineer.

POSITION SUMMARY

This position directs and oversees the operations of all Public Works operations personnel including engineering, fleet, streets, parks, and municipal utilities. In addition, position is responsible for coordinating all construction processes with in-house staff, consultants and contractors for new construction and reconstruction of all public infrastructure and private developments, under the supervision of the Public Works Director/City Engineer.

Specific Duties

  • Assists the Public Works Director/City Engineer with the management and supervision of all public works department personnel.

  • Address and resolve all citizen and business concerns and complaints related to Public Works operations.

  • Responsible for the overall employee and contractor safety compliance and enforcement within the department.

  • Perform all other duties or projects as assigned by the Public Works Director/City Engineer.

  • Develops and provides oversight of the City’s Safety Policy.

  • Develops and provide oversight of the City’s Hazardous Waste Generator’s license and Federal Reporting.

Finance & Capital Management

  • Assist with the preparation of the annual departmental budget to the Public Works Director/City Engineer.

  • Assist with development, approval and implementation of short and long term capital improvement and infrastructure plans and programs.

  • Oversee and direct all department construction and development projects, including scheduling, budgeting, and contract management.

  • Solicit, select and procure equipment and contracts per regulatory and budgetary guidelines.

     

Develops and implements long-range program for operation and maintenance of building and grounds, parks, streets, fleet, water utility, sewer utility, and storm water utility.  Recommends approval of policies, rules, and procedures for public works and utility departments in order to implement directives and service levels from the Public Works Director/City Engineer.

  • Develops and administers a preventative maintenance program.

  • Develop and administer short and long range maintenance and repairs of buildings and grounds.

  • Oversees snow and ice removal policies and coordinates emergency snow operations.

  • Provides support to, and oversees the Utilities Supervisor, who manages the day to day operations of the City’s water utility, sewer utility, and storm water utility.

  • Oversees all MPCA, DNR and State Department of Health reporting and inspection requirements, ensuring that all department operations, reporting, and licensures meet all State and Federal regulatory agency guidelines.

  • Oversees all Minnesota Pollution Control Agency reporting for the NPDES Operating Permit, including MS4 Storm Water Permitting requirements.

  • Maintains and renews licensing’s to ensure compliance for the City.

  • Implements and manages the City’s storm water management plan, and oversees annual storm water maintenance and new construction projects.

  • Oversees all required watershed management organization requirements, including monthly attendance at the Watershed Management Organization monthly meetings.

WORK ENVIRONMENT

  • Work is generally performed in an office environment with standard office equipment and furnishings available.

  • Occasionally, may be required to attend off-site trainings, meetings, and facility/site visits.

  • Occasionally works in the City parks and public buildings.

  • Occasionally works on the public streets or in the road right-of-way.

  • May be exposed to a variety of hazards including proximity to moving mechanical parts, moving vehicles, electrical current, working on scaffolding and high places, or exposure to chemicals or confined spaces.

PHYSICAL REQUIREMENTS

  • Must have the ability to read and discern visual images on a variety of media

  • Must have the ability to operate a personal computer and applicable software (specifically Microsoft Office and accounting software), fax, copier, and telephone

  • Ability to sit, stand, and/or walk for long periods of time

  • Ability to bend, crawl, and/or climb

  • Must be able to grasp, hold and effectively operate precision and simple hand tools and equipment

  • Work requires lifting up to 50 pounds or more, reaching, shoveling, pounding, digging and sweeping.

  • Vision must be sufficient to read instructions, distant vision (20/40 or better) and possess depth discrimination

  • Hearing must be sufficient to detect all warning signals and environmental.

MINIMUM REQUIREMENTS

  • Bachelor’s Degree in Business Management, Construction Management, Environmental Studies, or related fields.

  • Minimum of five years related public works operations and/or maintenance experience.

  • Ability to obtain MPCA erosion control inspection certification within the first six months of employment

  • Ability to obtain MPCA underground tank certification within the first year of employment.

  • Possession of or ability to obtain a Minnesota driver’s license.
