Message from the Chief of Police

On behalf of the dedicated employees of the Rogers Police Department, it is my honor to welcome you to our website!  The City of Rogers is 26 square miles, and remains one of the fastest growing cities and police departments in Minnesota.  Rogers is an ideal blend of small-town living, with big-city amenities and retail establishments.  We are a progressive police department that utilizes state of the art technology and equipment in order to ensure our law enforcement efforts result in the City of Rogers remaining a safe place to live, work, and visit.  Our police staff serve with compassion, integrity, and honor in all that they do.

You will find we have overwhelming community support for our police department, which is the result of a strong partnership with our citizens that has been built over the years.  Additionally, we offer many community outreach programs, which enhances our relationships with our citizens, to include: Citizens Police Academy, Shop with a Cop, Special Olympics fundraising, Coffee with a Cop, Night to Unite, and more!

About Police Chief Daniel M. Wills

Prior to beginning his career, Chief Wills was a Police Explorer and a Community Service Officer with the Maple Grove Police Department. He was later sworn in as a Police Officer on August 17, 1998. During his tenure with the Maple Grove Police Department, Chief Wills served as a Patrol Officer, Field Training Officer, School Resource Officer, Detective, Sergeant, SWAT Commander, and Patrol Captain. On July 5, 2019, Chief Wills began his tenure with the Rogers Police Department as its 5th Chief of Police.

Chief Wills has an Associate’s Degree in Law Enforcement, a Bachelor’s Degree in Organizational Management/Criminal Justice Administration, and a Master’s Degree in Leadership and Management. Chief Wills has attended several management and leadership development programs, and is a graduate of Northwestern University’s School of Police Staff and Command, and the FBI National Academy, Session 262. He was an Adjunct Professor with Concordia University – St. Paul, and is also a veteran of the United States Army.

Chief Wills is currently Chair of the Anoka-Hennepin Narcotics & Violent Crime Task Force, Past President of the Hennepin County Chiefs of Police Association, and a member of the FBI’s Joint Terrorism Task Force.


About the City of Rogers

On January 1, 2012, Hassan Township was annexed into Rogers, resulting in Rogers going from a city of 8 square miles, to 26 square miles. The City of Rogers remains a vibrant and growing city on the edge of the Twin Cities Metropolitan area. Situated as a key gateway between the metro and Greater Minnesota, Rogers delivers the best combination of “big-city” access and amenities, along with small-town character and wide-open spaces. Residents and visitors enjoy a unique mix of urban and rural residential neighborhoods, commercial shopping opportunities, and an important industrial employment center. Rogers is the intersection point of Interstate 94 & Highway 101, resulting in approximately 130,000 vehicles traveling through our city on a daily basis.

With approximately 16,000 residents, Rogers is also a center of employment and commerce, boasting more than 10,000 jobs and a citywide median household income toward the top of the Twin Cities metro area. In particular, the well-known Cabela’s retail store remains the largest outdoor/sporting goods store in the state, offering a unique shopping experience that is unmatched in the metro area for outdoor-oriented sportspersons and families.

The City’s Parks and Recreation programs enhance the way we live with 452 acres of parkland, 35.9 miles of trails, paths, and sidewalks. In the summer, everyone is welcome to enjoy live music, movies in the park, the Farmers Market, or reserve a plot at one of two Community Gardens. A wide variety of recreational programs are available year-round, including youth and adult athletics, and specialty programs for older adults, such as day trips and weekly events. Rogers Parks and Recreation partners with Independent School District 728 Community Education to offer over 150 programs throughout the year at Rogers facilities.

The City of Rogers is also home to Rogers High School and the many acclaimed Rogers Royals sports and activity programs. With Rogers Middle School and two elementary schools rounding out a strong K-12 system, families with school-age children can be confident that a first-class education is available right here in the Rogers community.

About the Rogers Police Department

The Rogers Police Department began in 1971 with a part-time staff and was led by its first Police Chief, Dennis Miltz, from 1971-2001.  The Rogers Police Department became a full-time, 24 hours a day, 7 days a week, agency in 2003.  Our city has nearly doubled in population in just the past decade, and our growth will continue in a thoughtful and responsible manner. 

The 2024 budget for the Rogers Police Department is $5.7M, and has an authorized staff strength of 34 full-time and part-time employees.  The patrol division staff work 12-hour shifts, over four different teams, and led by a sergeant.  We have a wide variety of specialty assignments and opportunities within our police department, which will continue to expand as our city grows.
