129th Avenue

Background

The 129th Avenue Reconstruction Project Phase 2 is identified in the City’s Capital Improvement Program for 2024. The project includes improvements to 129th Avenue North from Arthur Street to Oakwood Drive (approximately 0.5 miles). 129th Avenue North is a Municipal State Aid (MSA) route, and the existing street is a rural section with no curb and gutter. The proposed street improvements consist of the improving the roadway to an urban section with curb and gutter, storm sewer improvements and complete trail replacement.

  • 10-10-23 City Staff issued a Request for Proposals (RFP) for Engineering, Design and Construction Services for the 129th Avenue Reconstruction Project Phase 2.

  • 10-24-23  Rogers City Council approved a Professional Services Agreement with Bolton & Menk, Inc. for Engineering, Design and Construction Services for 129th Avenue Reconstruction Project Phase 2.

  • 3-26-24  Rogers City Council approved Resolution 2024-32, restricting parking for the already posted no parking.  This was required as part of the submittal for Municipal State Aid.

Fletcher Bypass

Background

The City of Rogers, in partnership with Hennepin County, is designing a roadway improvement which realigns a 3/4-mile segment of Fletcher Lane between south of Territorial Road and County Road 81 to the new Fletcher Bypass location in Rogers. The project is designed to enhance traffic operations, improve roadway safety, and provide enhanced pedestrian and bicycle facilities.

Project components include:

  • Roadway construction with center medians on Fletcher Bypass from south of Territorial Road to County Road 81

  • Roundabouts at Territorial Road and County Road 81

  • Trails separated from the roadway with a boulevard

  • Pedestrian crossing improvements and accessible ramps

Timeline

2001 - The City of Rogers began working with Hennepin County and Hassan Township on plans to reroute Fletcher Lane to the east, bypassing the Fletcher historic district to connect with CSAH 81

  • December 2009 - The City adopted the 2030 Comprehensive Plan which identified the Fletcher Bypass project as a future improvement

  • 2009 -2017 – Fletcher Bypass concept development & preliminary design

  • 2017-2024 – The City began the right of way acquisition process for the Fletcher Bypass project

  • June 2022 - The City received a federal aid discretionary grant in the amount of $3,500,000 to participate in the improvements

  • May 5, 2023 - City staff in cooperation with Hennepin County solicited proposals for engineering, design and construction services for the Fletcher Bypass project

  • June 27, 2023 - Rogers City Council approved a Professional Services Agreement with WSB & Associates for engineering, design and construction services for the Fletcher Bypass project

  • February 26, 2024 - Rogers City Council awarded a contract for tree removal work to be completed by March 31, 2024

  • March 2024 - Tree removal work was completed

  • June 26, 2024 - Open House hosted by the City or Rogers and Hennepin County

  • Fall 2024 – Anticipated bid opening and project award

  • Spring 2025 - Anticipated start of construction

  • November 2026 - Anticipated construction substantially complete

Fletcher Lane Improvements - On Hold

Background


With the addition of the Fletcher By-Pass, the gravel portion of Fletcher Lane will be changed and Fletcher Lane will be shortened to just north of the railroad tracks. This dead end will then be turned into a cul-de-sac.

David Koch/134th Ave N (PMP) - Completed

Background

Starting in late July, David Koch Ave and 134th Ave N are looking to have improvements done. The planned improvements will include miscellaneous curb and gutter repair on 134th Ave and David Koch Ave, pavement removal and regrading on David Koch Ave, milling top layer of bituminous on 134th Ave and Weinand Cir, and new pavement on all three portions of the project. This work will help extend the lifecycle of these streets and make driving on these roads smoother.

  • Week 1 (July 24 – July 28): Construction started this week with installing erosion control and spot curb and gutter and driveway removals on David Koch Avenue

  • Week 2 (July 31 – August 4): The Contractor continued spot curb and gutter replacements and began milling the existing roadway surface on David Koch Avenue.

  • Weeks 3 & 4(August 7 – August 18): The Contractor started grading the roadway in preparation for the first layer of bituminous pavement on David Koch Avenue.

  • Week 5 (August 21 – August 25): The Contractor installed the first 2 layers of bituminous pavement on David Koch Avenue. The contractor began grading the gravel shoulders and started restoration work.

  • Week 6 (September 4 – September 8): The Contractor completed the final layer of pavement and installed pavement striping on David Koch Avenue.

  • Week 7 (September 11 – September 15): The Contractor completed spot curb and gutter and driveway replacements on 134th Avenue.

  • Week 8 (September 18 – September 22): The Contractor will mill the existing roadway surface on 134th Avenue. This process consists of grinding up the top layer of bituminous and hauling it offsite. On Saturday, September 23rd, 134th Avenue will undergo the final paving of bituminous surface.

  • Week 9 (September 25 - September 29) The contractor will pave the final bituminous surface on 134th Avenue on Saturday, September 30th.

  • Week 10 (October 1-October 6): Work has been finished, final touches and inspections were done.

Street maintenance is planned for the Cambria Farms Neighborhood. The planned improvements for this project will include miscellaneous curb and gutter replacement, miscellaneous driveway work, removal of the existing pavement, minor grading of the roadway, and new bituminous pavement. This work will help extend the lifecycle of these streets and make driving on these roads smoother.

South Diamond Lake Road Mill and Overlay/Hassan Parkway Overlay

Background

The South Diamond Lake Road Mill and Overlay project and Hassan Parkway Overlay project are identified in the City’s Capital Improvement Program for 2024.

The South Diamond Lake Road Mill and Overlay project area extends from 2,200-feet west of Northdale Boulevard on South Diamond Lake Road to Brockton Lane North. The South Diamond Lake Road Mill and Overlay project also includes installation of a new bituminous trail on the north side of the roadway from Wilfred Lane to Brockton Lane.

The Hassan Parkway Overlay project area includes Hassan Parkway from Park Drive to Territorial Road, Boulder Ridge Drive, Deepwoods Court, Lakeview Circle, Woodland Trail, Island View Circle and Sylvan Lake Parkway.

Updates

  • 10-24-23  A Professional Services Agreement with Bolton & Menk, Inc. for Topographic Survey and Design Services for South Diamond Lake Road Mill and Overlay & Hassan Parkway Overlay was approved by the Rogers City Council.  City staff will design the plans and specifications for the overall mill and overlay projects with the selected consultant assisting with the traffic signal rehabilitation design.

Main Street - On Hold

Background

Main Street is the center of downtown Rogers and one of the oldest parts of town. However, with this history come existing utilities that are no longer adequate and almost all are nearing the end of their life cycles. The Main Street Reconstruction Project will replace existing sewer, watermains and storm sewers with new and in some cases larger systems to accommodate our growing population. Along with the replacement of City utilities, the Public Works Department worked with the internet and cable providers in the area to move existing overhead wires to underground, which was completed in late 2020. The overhead electrical wires are to be moved underground this year, with subsequent removal of electrical poles. This move is intended to make Main Street safer and more aesthetically pleasing.

Due to delays in the agreement with Hennepin County regarding giving back ownership of Main Street to the City, construction will be delayed until further notice.

Timeline

Reconstruction of Main Street will be delayed until Main Street can be given back to the City, expected construction to start when agreement reached.

Construction for the projects below is complete. The contractor was required to provide a warranty on all work for one year from the date of acceptance of the project.

Maple Ave/Sugar Ln (PMP) - Completed

Background

Street maintenance is planned for the Maple Ave Neighborhood. The planned improvements for this project will include miscellaneous curb and gutter replacement, miscellaneous driveway work, milling of the existing pavement, and new bituminous pavement. This work will help extend the lifecycle of these streets and make driving on these roads smoother.

  • Week 1 (September 18 – September 22): Construction started with installing erosion control and saw-cutting at curb replacement areas.

  • Week 2 (September 25- September 29) The contractor will begin spot curb and gutter and driveway replacements. The contractor will also be replacing 2 storm structures that needed repairs.

  • Week 3 (October 1-October 6): Work has been finished, final touches and inspections were done.
